About the Mutual Accountability Tool (MAT)
The Mutual Accountability Tool (MAT) is a two-way and ongoing community-based participatory process for social auditing, planning, monitoring, evaluation and reporting.
It is used to demand accountability, transparency, inclusion and responsiblity from service providers by service users, by bringing the two parties together to analyse challenges in service delivery and to find shared solutions.
MAT was first piloted by CARE in Malawi (as the ScoreCard) and has since been undertaken in Cambodia, Timor-Leste and Papua New Guinea.
